needs and expectations, the public administration set up the MINFOPRA PALMARES project.

Indeed, who better to provide feedback on the quality of the services provided than the user?

The project consisted in setting up a digital platform enabling users to give their assessment of the quality of services provided by public administrations. The aim was to assess how public services, which provide key services for the population, are perceived by the latter, on the understanding that access to quality public services is considered a right.

Based on user feedback, this assessment will enable us to rank public services that deliver quality services to the public, and also to identify those that fail to meet minimum quality standards, with a view to upgrading them. This will act as a lever for change and modernization in the public sector.

Project progress

As a partner, AFREETECH's main objectives were to analyze the context:

  • Taking stock of the management of the best public services in the Republic of Cameroon;
  • Evaluate the organization, operation and production capabilities of the Best Public Services Awards;
 

After the analysis stage, make available the IT system for managing the best public services ranking after assessing human, material, software and financial resource requirements.

  • Integrate the possibility for the prize list management system to communicate with other IT systems in the Cameroon administration;
  • Propose a system deployment plan
 

AFREETECH also had to ensure the long-term future of the computerized ranking system, transferring know-how to the Cameroonian administration and guaranteeing the system's smooth operation.

The system must be modern, scalable, reliable and high-performance, simple to use and easy to maintain, with the following functionalities:

  • Evaluation of Public services

  • Propose a list of public services to be labeled on the basis of their performance.
  • Issue diplomas at the end of each category competition.
  • Sharing resources with the state of Cameroon

  • Confidentiality of personal data,

The project was therefore divided into three phases
stages :

. Stage 1: an analysis of the current operation of the system for monitoring and evaluating the quality of public services and the management of the ranking of the best public services in the Republic of Cameroon..

. stage 2 which was the design of the prize list management system.

. stage 3  which focused on the development and commissioning of the prize list management system  and the transfer of skills.

Maintenance and skills transfer

AFREETECH a fourni des prestations de maintenance concernant le bon fonctionnement de l’intégration du système et son évolution. Les principales mises à jour étant :

  • equipments software and hardware required for evolution,
  • the evolution of standards and norms, 
  • l’ajout de composants, de modules ou des extensions permettant d’améliorer les fonctionnalities.

AFREETECH  a ensuite assurer la formation de l’équipe se chargeant de l’administration et de la mise à jour. The results obtained from the system were as follows following :

  • improving the quality of public services in Cameroon,
  • improving service coordination andmonitoring service ordering processes,
  • improving human resources management,
  • improving the capacity of public services to welcome users.

The MINFOPRA PALMARES platform aims to be a lever of change for modernization in the public sector.
