The announcement was made at an interministerial committee meeting chaired by Minister for the Civil Service and Administrative Reform on May 17, 2021. The new SIGIPES 2 (Système Informatique de Gestion Intégrée du Personnel de l'Etat et de la Solde) is designed to increase transparency in the remuneration of government employees.
It should also be remembered that this project is in line with the vast campaign to clean up the balance file that the State of Cameroon has undertaken in recent years, with operations such as the COPPE.
MINFOPRA's choice of AFREETECH reflects the trust it has placed in the company. In its capacity asAMOAthe firm will advise the project owner, who is the State of Cameroon with complete objectivity and independence from the services provided by the project owner. In addition, AFREETECH's main role is to ensure that the system meets the project owner's predefined needs and expectations. This large-scale project further consolidates AFREETECH's experience and know-how in the field of specific project management and new information and communication technologies.
The official launch of project activities took place on June 29, 2021. MINFOPRA has provided SIMAC and AFREETECH premises in its annex building. The aim is to be at the very heart of the project and to monitor its key activities. One of these activities is needs assessment. This gathering stage began on October 08, 2021, with workshops structured in the form of modules making up the system. Representatives from several government departments took part in the workshops, providing practical guides, documentation and legislative references.
The aim was to gather information on the methods and practices used by government employees, in order to identify areas for improvement in the overall management of automated and optimized processes. At the end of this stage, SIMAC will carry out a convergence study, which is just as important before the design phase.
