Ceci par l\u2019introduction de la gestion ax\u00e9e sur les r\u00e9sultats (PROMAGAR). De toute strat\u00e9gie de modernisation de l\u2019action publique, la <strong>dematerialization of administrative procedures<\/strong> is a decisive and necessary step towards simplifying these procedures, improving the quality of public service offered to users and reducing public expenditure.<\/p>\n<p>La d\u00e9mat\u00e9rialisation des proc\u00e9dures correspond aux objectifs de la SND 30, d\u00e9voil\u00e9e en novembre 2020 \u00e0 Yaound\u00e9.<br \/>Soutenue par le Premier ministre, cette strat\u00e9gie vise des r\u00e9formes pour une croissance \u00e9conomique moyenne de 8,1 % d\u2019ici 2030.<\/p>\n<p>Harmonized dematerialization is also fully in line with the Cameroon Digital 2020 strategic plan of the Ministry of Posts and Telecommunications, which focuses on <strong>digital development of the region, and increased use of ICT services. <\/strong><\/p>\n<p>In light of these findings, MINPOSTEL requested the support of the World Bank to carry out a <strong>study aimed at setting up a normative framework for harmonized dematerialization of all administrative procedures in Cameroon.<\/strong><\/p>\n<p>Dematerialization involves replacing physical information media with digital files, or directly creating digital documents and integrating them into a process. Harmonized dematerialization of administrative procedures is a <strong>coordinated, standardized dematerialization<\/strong> administrative procedures both within a public administration and between administrations.<\/p>\n<p>As part of this study project, AFREETECH carried out the following activities:<\/p>\n<ul>\n<li>an assessment of the current state of dematerialization of procedures, covering legislative, regulatory and institutional aspects;<\/li>\n<li>international benchmarking: France, Quebec, Mauritius, Tunisia;\u00a0<\/li>\n<li>proposal for a best practice guide ;<\/li>\n<li>proposed draft legislation ;<\/li>\n<li>proposing a normative framework ;<\/li>\n<li>production of restitution workshops ;<\/li>\n<\/ul>\n<p>D\u00e9sormais, tous ces r\u00e9sultats sont disponibles aupr\u00e8s du\u00a0<a href=\"https:\/\/www.site.patnuc.cm\/\" target=\"_blank\" rel=\"noopener\"><b>PATNUC\u00a0<\/b><\/a>et pr\u00eatent \u00e0 \u00eatre mis en \u0153uvre par l\u2019administration camerounaise.Nous sommes tr\u00e8s satisfaits des r\u00e9sultats obtenus et de la collaboration avec toutes les parties prenantes.<br \/>Ce travail de qualit\u00e9 int\u00e8gre pleinement les sp\u00e9cificit\u00e9s de l\u2019administration camerounaise. Au terme de cette \u00e9tude, la mise en \u0153uvre de ces r\u00e9sultats permettront d\u2019atteindre les objectifs vis\u00e9s suivants :<\/p>\n<ul>\n<li>Efficient data processing thanks to greater availability and the absence of multiple inputs;<\/li>\n<li>Safety thanks to electronic prescription validation (verification of side effects and interactions);<\/li>\n<li>La qualit\u00e9 du traitement est renforc\u00e9e par des outils \u00e9lectroniques d\u2019aide \u00e0 la d\u00e9cision et des fonctions d\u2019alerte.<br \/>Ces outils incluent des suggestions de m\u00e9dications d\u2019urgence, un contr\u00f4le des instructions, et une \u00e9valuation des donn\u00e9es finales.<\/li>\n<li>Awareness of opportunities and risks for data protection and security, individual competence ;<\/li>\n<li>Development of new business and financing models;<\/li>\n<li>Research for the benefit of all ;<\/li>\n<li>Self-determined, independent right to interoperable data via declaration of consent.<\/li>\n<\/ul>\n<p>La mise en \u0153uvre de ce Cadre exige des \u00e9changes continus avec l&#8217;administration camerounaise et les acteurs impliqu\u00e9s.<br \/>Elle requiert une collaboration active pour \u00e9tablir un cadre normatif de d\u00e9mat\u00e9rialisation harmonis\u00e9e des proc\u00e9dures au Cameroun.<\/p>\n<p align=\"justify\">Avec une conscience renforc\u00e9e de l\u2019urgence de cette vision et des enjeux pour l\u2019administration camerounaise, il est important d\u2019exploiter au plus vite les r\u00e9sultats de cette \u00e9tude.
